By all appearances, Dedue is a stoic man who does not make an effort to socialize, but as you might expect it's more complicated than that. A lot of it stems from what is known as the Tragedy of Duscur, an incident where the natives of the country Duscur were blamed for slaughtering several people -- including King Lambert -- who were visiting from the Holy Kingdom of Faerghus. As a result of Faerghus deeming the people of Duscur at fault, genocide was committed against those very people. Dedue lost not just friends, but also witnessed his entire family be slaughtered. His life was only spared on account of the Faerghus prince, Dimitri, who protected his life. From this tragedy and the growing up in a country that has done nothing but hate him for where he is from, Dedue has grown up quite reserved with his emotions and brevity, often making him a difficult conversational partner to have. His words are often plain, direct, and simple, and he does not particularly enjoy idle chats. In addition, it seems that Dedue often scowls when he doesn't even inherently mean to, having a massive resting bitch face that most people find a bit frightful.
Initially, the one person that Dedue does not seem to struggle to be around is Dimitri, who he had sworn his life to. In Dedue's own words, it was Dimitri that gave him a reason to live again, and Dedue lives willingly to give a life debt as Dimitri's retainer. Nothing can truly shatter the sheer amount of loyalty that Dedue has for Dimitri, going well beyond a simple relationship between royalty and his vassal; for all that Dedue does not say that Dimitri is his friend, it's too clear that without Dimitri that Dedue also feels an intense loneliness and lack of purpose. Not only is he intensely protective of Dimitri, Dedue also spends a great deal of time being concerned for Dimitri's emotional well-being and even struggling to find the perfect dish to cook for him to make the prince truly happy. Others from Duscur accusing him of betraying his people is only met with indifference, Dedue's dedication to Dimitri utterly unshakable. Saying "Dedue adores Dimitri and would literally do anything for him" would basically be like saying "the sky is blue."
However, Dedue has also grown a bit beyond his relationship with Dimitri. There are others he has bonded with who have seen beyond Dedue's stony front. He has bonded with others like Ashe and Mercedes out of an enjoyment of cooking, for example. There are others, like Felix and Ingrid, who initially have an antagonistic relationship with him but Dedue does not let it keep him from protecting them on the battlefield. Seeing his willingness to put his emotions aside and keep his comrades safe does ease some of the tension, and shows that no matter his own feelings he will protect others. Though Dimitri inevitably comes first to Dedue's mind to the point that Dedue is willing to sacrifice everything to protect him, he does care beyond that.
Beyond his perceived indifference, Dedue is in truth something of a gentle giant. It's easily determined with how much he enjoys to garden and cook, for example, but because of his sheer size and few times that he expresses a smile he can be difficult to understand. He has been told by others that his face is frightening or unpleasant, which evidently is something he's begun to believe over the years of hearing it constantly. It's not helped by the fact that he frightens even animals who find his appearance disconcerting, and that he willingly thinks that maybe covering his face with a helmet might make him more approachable.
All in all, although Dedue is a loyal man at his heart who may have difficulties in bonding with others, but he does in fact care quite a bit about those he calls an ally.
